Issue regarding that is said people then selling off those codes for complete profit, given they paid nothing extra for it, or even just handing it off to a friend, in which case is money lost for SE as it's impossible to know said individual would have paid or not so every possibility must be considered a loss. This could only be a possibility were they able to secure said codes to the people who received them first-hand.

That said, I feel exceptions should be considered regarding situations like OP's; life happens and sometimes especially already at the con, support should make a judgement call and consider offering a ticket.
