Um now you are completely changing the argument.
First you said that people will assume things and then assume that the Dev promised them even though they didn't, and then rage when those promises aren't kept. Your example was of people doing something completely different. Now your second set of examples is of the devs actually breaking their promises?
You asked for both. You said and I quote:
I gave examples of where the dev team promised something and didn't deliver. I also gave examples where people hyped something up and it didn't live up to expectations. Where is the confusion then? . I'm giving examples to exactly what you are asking for.People listing their disappointment in released content is not the same thing as making wild claims that the Development team promised something and did not deliver. I did not see anyone suggest in the PotD complaint threads (which are all very valid criticisms) make such a claim.
So yes, people assumed quite a bit about Palace of the Dead. When it was finally released, it wasn't as expected so people used their own personal revisionist history to 'believe' that the devs promised them something that in all actuality they never did. The hype just ran rampant till it nearly became accepted as fact.
On a random, but similar tangent: Nowhere in the original series of Star Trek does anyone say "Beam me up, Scotty!" However, folk lore says other wise.
(sorry for the off topic)

You then provided 1 example of people being upset about something that had nothing to do with made up promises.
You then listed several examples of the devs breaking actual promises.
There was no examples listed of someone making up a promise and then holding the devs accountable to it.
If there is a specific example of people who believed the devs promised something that they didn't, and then raged that it wasn't implemented, I'm all for seeing the example. Telling me that people were upset with PotD implementation is not an example of this.
