looking to prefer buy a small or medium. idk how much mediums are going for but might be able to just pay for a small... got about 3.2 mill for such an occasion.

I'm afraid you're probably going to need a bit more money. Smalls range from 3 to 3.75 million, mediums from 16 to 20 million and larges (not that you asked, but for completeness) are 40 to 50 million. And then there's the housing permit on top of that (which actually builds the physical house on the plot) and I believe that is 450k (although it can be sold on marketboard so you might be able to get it cheaper).

And I'm afraid it's not possible to buy a house direct from another player, you're actually paying them to release it and then you have to buy it again from the system before someone else buys it. Since most people want what they paid for the plot (before they'll release it), you're probably paying at least twice the cost of the house.

I should also probably point out that officially Square Enix is against players "selling" houses and there are threads where people have got into trouble over it, but I have no experience myself and only reading what other people have written. Housing demolition is now active again though so keep checking as much as possible, houses will automatically demolish when players don't go into them, November 10/11/12 is probably going to be quite a few in the newer wards 9 to 12 as that's ~45 days from 3.4 launch (will likely be offset to maintenance though)

Edit: The most update to date house prices are in the 3.3 patch notes, although you should just ignore the minimum pricing as it's very unlikely they'll be around long enough to depreciate in price on most servers that are currently sold out.
