I am not from the US, so when it says it is releasing early summer 2017 is that like around june/july like the previous expansion?

They said they made it a summer release because they didn't want to repeat the push back they did in Heavensward. In Heavensward they were behind schedule. Last word on Stormblood's development is that it is ahead of schedule.

I would expect it in early summer if they keep to the current release information.

They didn't say that. They said it's summer instead of spring to avoid a potential delay like Heavensward.

That's not how the world works. Which is why it's a fair question for the TC to ask. Summer starts in December for Australia, Brazil, Mexico, etc. When dealing with game announcements Summer usually means June; but not always.
