they said no in a recent interview add ons are on hiatus till a solution to stop parsers is made.
I recall the lead UI designer saying that it was delayed to 4.0, am I remembering it wrong?
Of course, it's most likely delayed again. Not sure why they can't stop teasing it and say that it won't happen at this rate, 2 more fanfests to go though...
That would be a foolish reason for blocking add-ons as a whole. Add-ons can only access the data that the devs choose to make available to them. If they don't want their add-on feature to be used for parsers, then just don't give it damage numbers. There would still be a ton of UI and general QoL improvements that could be made with add-ons without giving them parser support.

What I'm gathering is two issues: conflict in determining the availablility of data (and other tools) for adding a DPS meter and difficulties associated to addons for the PS4 version.Gamer.nl: In the past there was often talk about the addition of an API for add-ons, so players can add extra's to the interface. How's that going?
This is postponed because there's big concerns over DPS-meters. If we would add this system in it's current form, I'm concerned players would argue about having or not having such a dps meter. That's why we still have to decide if the use of such a DPS meter will be made available. Currently we're discussing about add-ons which you can use to make design changes in the interface, to have skins for example.
A half year after A Realm Reborn released, we considered implementing addons. We thought about enabling addons in the pc-version, annd later release these features for PlayStation 3 and PlayStation 4. We realised however that this is difficult on consoles, because there's not enough storage space on these systems.
Our biggest concern is making a notable difference between the pc-version of the game, and the game on other platforms through enabling addons. This is why we postponed this feature. It should be noted that doesn't mean we cancelled our plans for addons, but we want to first focus on official features for the game.

Regarding in game add-ons, we might have said that before, the current status is “on hold” at the moment, the reason behind this is that if the development team gives add-on to players, most of them will use it to get a DPS meter or parser, if you use that you can see who is dealing the most damage and the less damage and there might be some discrimination against someone who can’t deal much damage.
But what we want players to do is to think about the Party DPS and to support each other, this kind of thing.
There are still reasons why we don’t give parser officially as well and unless the development team can solve this issue, we want to just keep it as a hold, that’s why it’s not really progressing.
(also i wasn't calling anyone out or anything sometimes takes me a minute to find my sources XD)
