Adding a parser doesn't remove that from the terms of service. Sure it adds a "requirement"; a counterargument to that would be "Why don't we remove bonuses, as they are a requirement many people like and will kick over"?

A 3rd-party client that's well established that it's against the TOS is way different than a tool provided by the game itself. It's all about the policy.

Except most people see a bonus and go:
"Yay, free money/tomes!"

To the point people were very eager to carry people through coil during the relic stage to get their hands on the boni. It's only in hard content that it has a negative connotation. Parsing is the opposite - it's almost taken for granted in high performance content, whereas someone parsing Toto-Rak would be frowned upon.
