This has been very extensibly discussed and SE/Yoshida's official response always was that they will not endorse the use of tools that facilitate judging, harassing/abusing or bragging of any player because of his performance (or lack of thereof). Also, as a main WHM, I cannot stress enough how measuring HPS is detrimental to good healing performance. HPS numbers are the least thing healers should be concerned about, specially since you're paired with another guy who needs to be your COMPLEMENTARY PARTNER, not your rival.

Or, in summary, "LOLZ BOW TO MY AWESOME DEEPS" or "WTF, 700 DPS? kick this noob!" is 100% NOT OK.
And BTW, if you see someone harassing a player due to poor DPS, you CAN report him, and it WILL result in disciplinary action from SE.
