Agree this needs to be done.
Better still, move all leves that are relevant to one camp to an NPC at that camp.
For example go to Camp Horizon.

Wouldnt work for locals, because some of those have to go to an npc in the city, and I for one would find it worse having to run round all NPCs that "could" give leves, it would work for Battle leves and possibly DoL but i havent done those so I cant comment on DoL.
Also to the OP, I would prefer the locals sorted into submenus than have to scroll through a list of
lvl 1 BSM xxx leve
lvl 1 BSM xxx leve
lvl 3 BSM xxx leve
lvl 5 BSM xxx leve
(I'll skip a few)
lvl 40 BSM xxx leve
lvl 1 ARM xxx leve
etc etc
When all I want is a few GSM leves, then there is the good old, limit it to 10 leves, then I may never see my GSM leves, your system will never work and you are just trying too hard now, but atleast there was a suggestion in this post not just "this is broke fix it now before I have a tantrum"

Thats the problem with local leves some are in town some are at camps.
So perhaps the best solution would be for each crafting guild to have its own leve NPC, then all current leves could be changed so they are handed in at various NPC's in town. (Nobody wants to run around 4-5 camps handing it localleves anyway)
The suggestion above would solve this issue also. Also to the OP, I would prefer the locals sorted into submenus than have to scroll through a list of

That could work, tbh I never liked the fact that local leves are supposed to be done in town, but then you have to go to camps to get mats and get the reward, I really dont mind the adventurers guild giving them out, but let me take em all to npcs in town not at camps. The craft guilds handing them out would make it easier, and better from a lore perspective where npcs ask the guild for an item, then the guild gets its crafters to make them and deliver them but it would require alot of changes in the text files where npcs mention the adventurers guild when they give you mats.Thats the problem with local leves some are in town some are at camps.

I've never really understood the whole concept of the GuildLeves, esp. with regards to Crafting & Gathering.
It somewhat makes sense with Battlecraft Leves with the whole "Echo"'s of the past and reliving the great battles of Eorzea but the quests themselves are not very epic and really just amount to typical "kill X number of mobs for reward".
Leves (like much of FFXIV) were an interesting concept but implemented poorly and ultimately just a silly and tedious way of doing NPC Fetch Quests. The silliness and tediousness is amplified when it comes to Local Leves.
It really makes no sense at all that a Crafting Guild would create these ornate stained glass Leves just to get you to make 2 pairs of pants. Lore becomes Bore when things make no sense and actually impede player progression, not to mention Fun.
I feel that Crafting Leves should be scrapped and replaced with good old fashioned Quests given out at the various Crafting Guilds. Make the dozen or so denizens of the Guilds useful by offering (Story Driven) Quests and RECIPES!...Please give us more recipes. This trial and error crap (esp. on materials) is not cutting it.
Now that we have ample Fast Travel methods, there is no longer a need for a generalized, all-purpose, one-stop-shop Adventurers Guild Counter. Make us make an effort to level our Classes and Jobs. Personally, I would prefer traveling to and interacting with my Guilds a lot more than I do now.
Even if they keep Crafting Leves as they are now. moving them to their respective Guilds would help to streamline the UI Menus. Yoshi has stated that GuidLeves will be treated as Solo Content so what is the point of the Adventurers Counter? I understand it is supposed to be for convenience but it's really just tedious, monotonous and boring.
Papa was a rolling stone...wherever he laid his barbut was home.
Would it be possible to add star difficulty for crafting leves like they do for battle? That way it adds more leves per craft by being able to pick the difficulty while also boosting exp gained.

Can we not just hold up a stack of guildleves like holding a hand of cards in Poker, and just flick through it with next to no loading time?

So there are a number of good ideas in this thread.
It appears that we can mostly agree that the current manner in which local leve's are obtained is sub-standard.
So developers.. Understanding and hoping that you drop a nuclear bomb on leve's altogether in 2.0, in the meantime, while we wait a year to get to that happy place, can you add a menu reduction and change of method of acquisition of local leve's onto your depreciated version of FFXIV that we are playing.

I do like the idea of list as proposed by the OP.
A compromise and a significant UI adjustment would be choosing the craft first, then a list of leves are displayed in ascending order by level displaying the information such as leve name, level, reward, and turn in location.
The leves could be picked up with a checkbox/multi select option, akin to how trading in regional leves worked for this selection process, then accept leves en masse. An option should still exist for those that like reading leve details.
Ideally a sort option should exist to do descending and ascending sorts on any of columns.
