The possibility exists that they're uninterested in summoning their primal, like the sylph.

Another possibility is they haven't been shown how to summon their primal by a paragon for whatever reason.

I'd never even seen Quetzalcoatl in VIII (wasn't my favorite); he certainly does look badass. Though, with the concept art of Garuda, they might look a little too much alike if they stuck to the VIII design.

Did we ever see any translation for the text around the cyclops monsters? Any mention of habitat or anything? Looks like they're lightning-based and have an incap on their club... but other than that I've got nothin'.

EDIT:
If they are lightning based, that'd be awkward for the sylphs - but then again, the Sylphs are wind based mobs and we already know that the wind primal belongs to the Ixal. Therefore, I'd still be willing to be the cycloptics live in an icy place like Alabatia's Spine // The Farreach. They do have a white coat of fur, which would help them to survive in the ice-covered wilderness.
