The problem with this is that you then make your antagonist look like a chump. Which is what happened when Blizzard tried to start the Alliance-Horde war right in the middle of the Wrath of the Lich King storyline. Instead of implying that the Lich King and his forces were so powerful that you needed all factions banding together just to take him down, you ended up with "well, that guy got lucky the guys that were gonna fight him started killing each other instead".

Sure, you have immediate conflict, but you also wash down the power of your enemies when you use infighting.

    * The sad thing is that FFXIV turned RDM into a turret, and people think that's what it's supposed to be. It's supposed to combine sword and magic into something more, not spend the bulk of gameplay spamming spells and jump into melee for only 3 GCDs before scurrying back to the back line like good little casters.

The Horde/Alliance conflict in WoTLK was really good however. Raiding wasn't available for all sorts of players back then as well, it was a good idea of Blizzard to put the ending cutscene viewable for all players in Dalaran(this would've been a good idea for Final Coils instead of nerfing raids).
For most WoW players in this time I think the faction fighting was the best part because not everyone was a raider .
