as for this date, I can confirm it is doable, I just transferred to Phantom while had an alt hold my name, and my goal name, deleted the one with my new name less than an hour ago, and changed my character name to it. (no i'ts not a joke nor a troll)

Strangely enough for a lot of the fundamental faults FFXIV have, naming is not one of them.

Straight up depressing just how many online games that can't bother to properly implement appropriate naming schemes that doesn't degrade into everyone slapping random numbers, letters or accents all over the place to get their preferred name.
