I am playing devil's advocate here, but you don't actually know that for sure. I do appreciate they might exhibit bot-like behaviour and bot-like naming... and for all I know they probably are a bot, but that's not a 100% guarantee they are a bot. Heck there are actual players that intentionally pick bot-like names because they think it's funny (seen a few myself and I know at least one got kicked out of my servers novice network because people thought it was a bot based purely on the name...)

SE don't do anything about them even when reported because they don't know 100% they are a bot either and they risk banning actual customers. Unless they are sure (which is going to be rather hard unless they make their software more invasive about the computer it runs on), or there is actual proof they are breaking rules, they won't remove them.
