Vote Kick and Vote Abandon is the most USELESS features in this game.

A few weeks ago I queued up for a random expert. We wiped a good bit. The tank kept pulled several groups of trash mobs and he didn't have the gear to handle the damage he was taking. He blamed the healer for him dying so much and said that he wouldn't pull differently because that "would be a waste of his time". The three of us kicked him shortly after.

So, because of some people abusing a system, you'd rather punish the rest of us. By this, in the situation above, unless the tank just happened to leave, the rest of us would have to leave the group. Thus forcing us to wait for another group and re-clear. Then on top of that whomever fills the spots we left now have this poisonous tank to deal with mid instance.

No I think this would be a bad idea. Some people will abuse systems, but you shouldn't try to punish the others who aren't.
