AMD Radeon R9 390, 4GB Memory
16GB RAM

Performance is rather inconsistent, but generally in the 50-60 range...

Alternatively, I do have a PS4 as well, which I'd like to use because of a more steady framerate...

You need to lower a setting or two. There's no reason your rig can't run the game better than a PS4.
