Well, let me solve that riddle for you:
Everything!

Mostly because "people" =/= "people". Some people want harsh and unforgiving dungeons that wipe your character data from the server if you make one misstep, others just want cannon fodder to make themselves feel mighty. Others want something in between - some more to one end, some more to the other. And to add to that, not everyone is gifted with equal talent, which means that one and the same tuning will be perceived differently by everyone.
And all of this isn't limited to just dungeon tuning but just about every fact of life.
