Um.. I'm in New York, just under 7k miles from Japan. How is Europe further away?

True, and I have considered this. Though I think the amount hops would likely still be identical to someone in Germany or Italy. Players in South America likely have it the worst, but even there I don't think the latency is that big of an issue to where you can't dodge these abilities effectively time after time.

Yea, the latency sucks. We all know that. SE is working on fixing it, we all know that too. But the Ifrit fight is perfectly doable without ever taking any damage from these 2 abilities even with this issue. Some people just react faster than others, and those that can't react fast enough complain on the forums, because it's never thier fault.

New York = 20 hops - I have the highest latency of all my LS mates from NA / Canada.
