The server can't differentiate between someone who has no log interaction and someone who's just giving time for responses to what they said, for example if someone /shouts a party in forming or wanting to join, how would the game know the person is just waiting for replies or went afk? Logs are stored on your PC as well as the server, therefore there's always log interaction happening.

Same with movement, how do you know if someone decides to just stand/sit in one spot while /shouting versus someone who went afk?

That's the problem with kicking "afk" people from the game and why no MMO does it by default. FFXI had 10-30 minute threshold settable for when you're booted from game, but sometimes you have to afk for 10 minutes to do something around the house, why should the game kick you then and potentially prevent you from logging back in?
