I believe, the initial recruit you need to recruit to even access the system should not be RNG based.

The very first one required to even access the system should be guaranteed from your first challenge log, the rest can drop back to rng.



You don't want the possiblity of someone cmpleting the entire challenge log and not getting a recruit, thus being locked out of the new system for up to a week...

I'm pretty sure the chance is high enough that you're more or less guaranteed to get one before you complete the entire log. There will probably be an outlier case but that's very extreme.
