No one's account is forfeit, you just have to link it to a SE account before you can use it.

did you cancel your account? if so then your char might be gone.

Did you just deactivate your content IDs? you may need to reactivate them and incur a fee

If i remember correctly, I believe I deactivated my content IDs.

If you haven't already linked it you'd need to log-in to your Square-Enix account, scroll down to "Services and Options" and click 'Select Service. From here you'll click on PlayOnline/FFXI. You should then see the option to 'add a new PlayOnline service account'. Just follow the steps from that point and you ought to be good to go.
