Lor' I hope this means being able to disable any and all of the action bars we might want is a feature we'll all get to use, and not just something they did code-side for that prototype screenshot. It would have been possible to display multiple action bars, but we felt that doing so would take up too much screen space and hide parts of the characters. As such, we only displayed one action bar.
I'm sure a lot of you people are clamouring to have all three on screen at the same time and might well benefit from it, too, but not only do I not want that kind of UI clutter for my part, I have zero issue with the scrolling function as it is now (presumably since I use a gamepad) and would be sorely miffed if it were taken away from me.
Similarly I hope we get to keep the option of the action bar only appearing when we've a target selected as well as the option to keep it up at all times for those who want that. I'm very much a minimalist when it comes to the UI and I've long been really glad of how the game makes such an intrusive element sod off when I'm not using it. It was a bit unsettling, Yoshida talking about making it always on screen a while back.

There's already a command to keep the action bar up at all times /actionbar

/facepalm Obvious troll is obvious.
This is about seeing all three action bars on the screen at once. As it stands now, even if you have it visible at all times, you still have to scroll between them. I don't call out trolls very often, but you just can't be this completely oblivious to the conversation.

It's lovely that you call someone a troll when you don't even have a character over level 25 character...and your statements become invalid when you don't frankly know how to even play the game./facepalm Obvious troll is obvious.

Get that crap outta here, judge a post by its content and not by the person's level. Either way, their statement sure made a hell of a lot more sense than yours. Deal w/ it.

I really support this idea. As well as to make it so its an option you can turn on or off to please everyone playstyle.

Options are good. I personally play with a controller, so I'm still having to scroll between abilities regardless of how many bars I can see. A keyboard user would probably have to press other buttons (like you do for macros) to get use out of this idea, or scroll up/down to chose which skill bar/row to use before hitting the key. It only really solves things for a mouse user.
But if that's how you play and it makes your life easier, then there's really not a problem. It's already been stated that they want to improve gameplay for all types of users, be they controller or keyboard with or without mouse. As long as said option is an option, and not enforced as the standard from which all others are options, it's all good regardless of whether or not that play style is optimal.
For controller users I'd prefer a LOT less clutter and menu fly-outs designed around the use of d-pad. You keyboarders have no idea how often I accidentally switch skill-bars and the whole fight turns into this big menu hassle mess.
Also I can see that this system will in the future be very limiting to those who have acquired a large set of skills and are restricted to only 3 bars in active use.
I'd be completely fine with a complete copy of FF I-XI style system that keeps all the unnecessary stuff hidden + this game's slow battle gives you more menu hassle time anyway than XI ever did.

Yes, it works like the enemy target filter
