Gathering and crafting are entirely optional if you're only interested in the tome equipment. Stats above the minimum required to clear content are optional. A second dungeon in the roulette is optional. Leveling more than 1 job is optional. Heck, if you only want to RP with a char, the MSQ is optional.

Your argument makes absolutely no sense.

Cash Shop items are optional in the sense that they are obtained OUTSIDE the game and are obtained with real life currency, and are not part of the gameplay and features offered within the main game.
While they are, of course, usable in-game, they are not part of what you obtain by purchasing the game and paying your fee (Unlike the things you described) and thus they are OPTIONAL EXTRAS.

The usage of the word optional for both scenarios is completely different.

I don't think "it's optional" should be used as the guillotine to cut off any critical feedback, but that doesn't really change the fact that...yes, aside from an extremely fringe group of people, this outfit does not in any way impact the gameplay of FFXIV.

Honestly though, if they feel like they're making enough money by setting the price points of these outfits so high, they're gonna continue to be high. People have left feedback on every Mogstation release since its incursion, and not a single thing has changed about it except that this outfit is now dyeable (which is probably because it's not crucial NPC gear, not because of player feedback).
