Do Queues Die for Catch-up Content Around Patch?

I'm a bit concerned as a player catching up that queues are going to die for next several weeks due to everyone doing new content and the fact that this game is probably top-heavy. Is this actually the case? If so, that's unfortunate and arguably catch-up requirements may need to be truncated further.

Maybe for the first few days but then it should be about the same if not better.

The new tome stones mean more people will be focused on roulette rewards and also 'Wondrous Tails' should help by encouraging the rerunning of older content.

I find the biggest lull is about a month out from a new patch (after the newest content is 'old' and there is not rush to get ready for a new patch).

Normally the 1st week Everyone working on the new content. Then slowly go back to the old way.
