    Unable to Download Patch Files

    Like the title says, I keep encountering the error

    "Unable to download patch files."
    [20512][25008]

    I use the PS4 version of Final Fantasy XIV.

    I have currently tried:

    - Shutting down the application and waited 10 minutes, then retried the download.
    - Shutting off the PS4 and waiting 10 minutes, then restarting the system, restarting the application, and retried the download.

    I am on the Gilgamesh server.

    the file that it's stopped on is "ex1 - 2016.09.10.0000.0001"

    the [X amount] of MB the download is stuck at is 432.6 MB, which went down from the 1400MB the download started with.

    The ways it usually goes is:
    - The time remaining goes up to Approximately 456 minutes with a download speed of 0.02MB/s and will always reach ~211.00MB/ 432.6MB before the error comes up and any progress is reset.
    - The time remaining goes up to Approximately 210 minutes with a download speed of 0.02MB/s - 0.06MB/s and will reach ~60.00MB/ 432.6MB before the error comes up and any progress is reset.
    - The time remaining goes up to Approximately 80 minutes with a download speed of 0.02MB/s - 1MB/s and will reach ~60.00MB/ 432.6MB before the error comes up and any progress is reset.

    EDIT:
    Reformatted my hard drive with a back I made about a week ago. Still getting the same errors with one of the three variants listed above with the only difference is the patch will download to 432.42 instead of 432.6. Seems like I'm having the problems that occurred with patch 3.2

    EDIT 2:
    Completely reformatted my hard drive and tried to download FFXIV from scratch only for the game download itself to give me the "Unable to download patch files. [20512][25008]" error 15 minutes after starting the download.

    OH I DON'T BELIEVE THIS! REALLY?!

    Apparently all it took to make this work was to use my Android as a hotspot. So while the only reason I'm not screwed is my insanely large data package, others may have a problem trying this method.
