Still can't progress to 1st lieutenant in grand company

I can't promote to first lieutenant even though the patch notes said I would be able to with this update

I heard that first lieutenant for grand companies was being released in this patch but when I try to promote I am still told that this is the maximum available rank.

Yeah, same.
Says I'm at the highest rank possible, rather than bring up a tab showing the requirements.

I'm sure the quest text about the Squadrons says that in time, after training the team up, you may even be good enough to get a rank upgrade at the GC. My assumption was that I would not be able to get it straight away but had to prove myself via Squadrons first.

Did you have issues getting to second ltn? I'm level 60 smn and 2 others past 50. Been through MS into HW and cant access or find anything to get promoted. Hunting log 2 is completed but im missing a trial. Any help would be great.

If there are additional requirements, then the Personel Officer should say what they are when you ask about a promotion. For him to still say that 2nd Lt. is the highest rank would still be a bug, even if the inability to immediately qualify for the next promotion is intentional.
