They stated that they can bring up the amounts at will, and that they're already able to go to the originally assumed number (512.) They are starting with 90 to spread the population so that smaller servers don't just get everyone in the first 3 wards and the rest are left to rot.

I'm more upset that I can't do any company crafting or airship stuff. Sitting on 50m gil and there isn't a single house to buy for my free company in the entire server. But I guess I shouldn't have transferred. Life lessons.
They need to make apartment numbers different on each server. Or better yet, they could listen to us, and make them instanced like we asked.
Yeah, the apartments are instanced so high pop servers will be able to have more added at the individual wards as needed.
The low starting number is only to gauge what each server requires and to keep people spread out. My server simply won't need 50k apartments, even though Balmung, Gilgemesh, Chocobo, etc. may very well.
So, you might not get one today, but you can try in the next waves.
And there are some people with multiple houses in the three housing areas (Member of my LS has bragged about have 2 houses (Large and Medium) in all three areas and wants one when the Ishgard housing area opens... just because)... Housing is something which SE didn't really think would be so sought after I guess. We all want to have the opportunity to have one, but the way the system is now, unless you have millions and millions of gil AND are at the right place and time, you're S.O.L.
I have a FC room myself... but still going to try for a apartment (as I know I have 0.000000000001 % (if that) chance of ever getting a house for myself), just to be able to have something my own and away from others... if that makes sense...

They've already stated they would add appartments, and I quote "instantly" as they are needed. Whether that means durning Tuesday reset/maint or right as the last one is taken up, either doesn't seem to be nearly as long as waiting 6 months. They seem confident with the amount of appartments they can make available and how quickly they can do it.
You realize... if XIV would just make it so Alts would be able to utilize the MAIN house on an account... Could solve a few things... or make it 1 house plot per account... once its sharebale within the account. That would open up quite a few options..
Instead tho.. Alts are treated as seperate full characters that you cant even transfer among. =(
There's going to be over 6k apartments per server. Even on Balmung it took 20 minutes after servers went up for every house to be bought up last release which was around 720 plots.
You should be able to grab one.
