There is no minimum perception to hq the nodes. You do get to "turn on" a specific bonus with a high enough perception.

Not that high gathering requirements. Should be easy with gathering food.

I melded so high on most my gear that the hat was not really needed.. I have a gathering 3 + 2 on it only, and I just melded that so I could hit the +2 gathering bonus (and needed 2 perception for the +30% HQ). DoL always feel so much friendlier than DoH.

so 930G/910P is the stats required to turn on all the different node bonuses. Still trying to find (if possible) the 95%/15% caps.
959G = 93%
932P = 13%

Will update here if I personally get any closer to the exact numbers
