It's more complex than that.
If you hit your macro, then it'll start the countdown... but the actual cooldown of Draw only starts when you have no more card in hand (so, via canceling the card (right click it), using Spread, Royal Road, or simply using Draw again).

In short terms, if you hold a card for 10 seconds, your macro will end 10 seconds sooner.

Trust me, trying to macroing that is a real mess. You actually have to macro every single skill related to cards... and even then, you'll still have funky results.
Having a big icon in the middle of your screen is, unfortunatly, the best way to do it.

Ah, i did forget about that. Your right, the macro doesnt work perfectly, its probably the best you can do though, and i guess itll let you know when its nearly ready instead lol.
