There are several items which cannot be bought with Allied or Centurio Seals. Only GC seals, bought on MB, or gotten in some level 50 dungeons.
Just buy the ilvl100 right side for 20 allied seals each or buy the ilvl170 right side for 20 centurio seals and turn them in.
