Locked creation new characters on my world ?

Hello. I have a question about character creation restrictions on moogle server. My friend want to join me in my adventure in FF XIV but I am playing on moogle which have restrictions.

Is it possible for him to somehow create one character on my server ? I googled it and I found that these restrictions don't apply all the time. Is it true that between updating lodestone there is possibility to create a new character ? (I am about to check it)

If it don't work, can we do something else ?

Usually, it's possible to create a new character on a locked server when there are less players online, like right after a maintenance (that's how my sister got on my server, which was locked at the time). If that's not an option, there's the world transfer service, which would allow him to move his character to your server, though it does cost money to use and has other restrictions.

And yes, it is indeed sometimes possible between updates of that post that lists the restrictions. That post is only updated every few hours, but the actual restrictions can potentially change more frequently.
