What happens with Harassment?

I have a guy in my FC that is being targeted with harassment by a guy who he has asked to stop and leave him alone and blacklisted. He got around this blacklist by making a lvl1, continued to randomly message, then deleting it, making another lvl 1. Then he started to message another FC member of mine to get to the other. Today it started back up but now the guy who was harassing is just getting someone else to do it on top of him starting it back up. Reporting has not stopped it.

So the question I pose is this. Do GMs do nothing about verbal harassment as long as its not racist or in an instance? Its easy to say "Oh just blacklist!" but when its making lvl1s to randomly start bothering people and then get others to do it, when does it end? Its starting to involve other people in my FC and to see GMs do nothing is becoming disheartening. The sad thing is the person in question that started the harassment has done it to other people and still nothing has happened.

SE is pretty bad with this kind of harassment.
A friend of mine was being stalked in-game by someone who did the same thing, make level 1 characters, then delete them when they got in trouble.
The GMs really didn't much and my friend left the game because of it.
