I made this awhile back showing the difference. The 180 pvp boots give +2 crit over the 180 tome boots, due to morale.
32 crit is the cap for boots at ilvl 150. Since it's the only stat below i150 max levels, its the only one you see a difference in (bcs of morale). If there were no ilvl sync the pvp boots would have 58 crit (along with all its other stats boosted to i210 levels)

That, actually, might not be true.
If I remember correctly, Morale does not apply anywhere except within a PvP instance (Wolves Den, Feast, or Frontlines). It's not actually in effect within the open world areas. That includes Wolves Den Pier. It is only applied after joining a match, where it boosts our level. Level sync is then applied on top of that, to sync us back down to 150. You're correct that, because of this system, the Morale stat still provides us a stat increase over the PvE caps of comparable gear; however, it will do nothing for duels, because duels are not instanced.
That said, they are modifying that specific area to allow for PvP interactions; so, it is possible that morale will come into effect on the deck, but we don't know that for sure yet. It's entirely possible that it won't. Personally, my suspicion is that morale will remain inactive on the deck, because SE has refused to incorporate item level sync within the same area. Both morale and item level sync work off of the same system, so if one does not work, then it is likely that the other will remain inactive as well. We'll have to wait and see how it plays out, though. We won't know for certain until 3.4.
There's no response whether dueling will use morale or not from SE. So we're going to assume atm that pve gear will win. Just my opinion. They gave us no info on it so til 3.4 hits we can only speculate save the rage for patch day guys.

I think they really hate morale and materias at this point XD
