Granted I only read the first 10 pages, but SE might surprise us and fix this whole absence of skills learned issue by adding more quests!

Sure, we learn the actions and stuff every so many levels as outlined in the chart, but he also said that job and class-specific actions will be obtained by completing quests. So maybe they will give us more quests! That way even though you wont learn another ability for 5 levels, maybe next level you qualify for a new quest where you learn a new spell or something.
