The problem is that queue dodging allows teams to get to the #1 spot who do not deserve to be there, since any of the teams that would beat them, they "dodge." They are not technically the best, but they get high rating by avoiding the teams better than them.

See I understand your mentality, but most people do this in solo queue too. Once there are one or two unfavorable matches, people quit playing (solo or ranked). Even in games with large populations (MOBAs), people do stuff like this at higher ranks when you start seeing the same people. There is literally nothing to do to stop this currently, the same way there is nothing you can do about good teams inflating ratings by farming the same tome farmers. At least the good teams scare the less good teams out of queue, then the good teams get to farm more tome farmers? If a team that was mercy ruling you in 2 minutes every game was playing, would you really sit in queue and let them farm your for 4 hours? I don't think many people would do that... Even my solo queue mentality is "lose 3 games in a row, stop playing".
