Macros not working and it isn't the quotations

As healer, you're usually best off selecting members from the party list (assuming it's party members you want to heal). On controller, you can cycle through the party list with up/down arrow buttons. On keyboard it's done with the first 8 function keys (or you can configure something in the keybinds options if you prefer the up/down cycling like controllers use).

I personally just click the name of the player I want to heal from my party list to target them.

As said in this thread, healing with macros isn't really as bad for your performance than using macros for damage, and there are many healers who heal with for example mouseover macros. I personally healed the first raid in the game with mouseover macros. But I felt like sometimes macros felt unresponsive or otherwise clunky and not being able to queue my heals annoyed me. But try both and see how you feel about it.
