Why any gil cost at all? Gil sinks only really affect those that can't afford them in first place.

Ya, but the issue is it's a want, not a need, if it was something needed and the cost made it troubling to progress that's one thing.

But this is just a want that they want to make even easier, if they really want it, then deal with the cost, otherwise you can pass it and just get better gear. Honestly, what rush is there to complete it? It's not going anywhere so just take your time and you'll get it done, but it's just lazy to ask to make it even easier because you don't want to take the time to complete something you want.

If you want to get those weapons for cosmetic reasons - and lets be honest: by now thats the only reason to get them - there is really not much wrong with having you spend a little on it, I'd say...?

The only thing I could get behind is the GC-seals; the rest got nerfed into the ground already. Its most likely that you gonna obtain enough poetics while running the dungeons for your books.
Specially the gil-cost should NOT be lowered - its taking gil out of the game, thats a good thing.

If you want to get a usable relic-weapon you're better off doing fate-crystal-farming: its faster, you can level while doing so and you're even earning gil and GC-seals!

To answer your questions: I have every job except monk at 60, I'm working at my second HW-relic and my third ARR-relic atm - but both times I decided to do so.
The relic isnt supposed to be obtained quick (...I'd loved to say "easy", but sadly thats excatly what the relic is by now...), there are options though to get a cheap/quick ilvl230/240 weapon - not everything has to be nerfed to a point where you can just go to a vendor and pick it up

run weeping city 1 time, sell your grade 5 materia and you have twice of the required money. It isnt difficult at all for newcomers to earn gil
