That's not the reason. SE already wrote the lore of Front Lines out of the game way back in patch 3.0-3.2, and they already said in interviews that lore is not the reason they aren't taking GC restrictions out of the game. If I remember correctly, they said something along the lines of being worried about "moral degradation" within the PvP community. They're worried about people exploiting a non-GC restricted set up, win trading, and spying on enemy teams. The thing is, no one is buying this crap as a real reason either. If SE thinks that the Front Line community isn't already as morally degraded as it can possibly get, then they're blind, stupid, or just plain unable to face reality. Things like spying and win trading are already being done, regardless of GC restrictions, so it's not a valid reason to leave this garbage system in place.
Personally, I think the real reason is that they're lazy. If they removed GC restrictions, they'd have to make a lot of serious changes to the game. Matchmaking and PvP achievements, for example, would have to be adjusted to accommodate a non-GC specific game mode. It would seem that making those adjustments is more work than SE is willing to put in.
Actually, SE believes that the players actually enjoy the GC vs GC "rivalry". They're clueless tbh. No one who actually cares about PvP would care about this fake rivalry more than having actual pops.
They're also supposedly worried about "spies". Kind of silly to be honest, it's not like it's ranked...
