Those are outdoor only furniture and apartments have no outdoor space. Looking at the preview from the liveletter (here at about the 2 minute mark), there's a crystal on the opposite side of the chocobo stables that you'll probably be attuned to when you purchase an apartment. Judging from the video (and that the whole system seems to be a tweaked FC house) you'll likely teleport to the front of the building, have to then enter the building to proceed to the apartment access door and then select to go to your apartment or an open apartment from a list of all apartments in the building.I wonder if apartments have a place for the mini-aetherite that grants you a cheap port to your home. If so, that could be a reason for even someone who has a house wanting another. FC house in one region, personal house in another, apartment in a third could equal three cheap teleport locations.

A mentor stole my house, slapped me across the face, and raised my ping from 15 to 30. Literally unplayable.

FFXI was completely different it was built around PS2. They already stated they would be looking into dropping PS3 before 4.0, this all depends on numbers and how much PS3 is holding 14 back.
Going from Zenith you save about 100 gil by teleporting to a housing district vs directly to a city (cities are favorited) so about 5,000 teleports to the housing district and then elsewhere before you've saved enough to cover the cost of the apartment.
And then subtract the extra time it takes you to do the extra teleport and you're probably negative.
Thank you, trusty mathematician (not sarcasm). I'm nowhere close to being in-game to look at actual teleport costs, hence my lack of definitive.

I would like to see where they said that...
They probably said if the sub-numbers support it, they would look into it (like they always do).
And it would probably fall heavily on the JP-Fan numbers, not the total amount.
I own 3 houses and still plan on getting an apartment. Come at me.
Translation of the apartment part of the latest 4Gamer/Dengeki interview: "90 people can live in an aparment per ward. They can actually have 500 people live in one apartment, but in that case there will be wards with nobody living in them, so they started with 90 so people spread out among all the wards. If that's not enough, they'll add rooms instantly."
If that is true, people are freaking out for nothing; we're looking at potentially 36k apartments per server, which will be more than enough even for Balmung and Gilgamesh. And even if it isn't, new apartments will be considerably easier to add than new housing plots anyway.
