How to get promoted to 1st FLame LT?

I saw in the patch note of the recent patch that players can now get promoted to 1st lieutenant. However it doesn't explain how. I am current a 2nd LT. I have 50k in seals but I am being told there are no more promotions available for me. So has the promotions not gone into effect yet?

*Update: I spoke with a GM about this, and unfortunately he told me he can not share that kind of game information to the players. I asked him well can you guide me to where I might find out. He just said check the forums. So not a lot of help even from Square on this. I don't really understand what the mystery is about it. You would think they would want the players to know how to access the new content. I mean its just one rank. Not like were become General.

A thread in the General forum is speculating that it has something to do with recruiting and then ranking up a squadron, but the specific requirements aren't clear. (I agree it seems wrong that the NPC at the GC doesn't tell us what the requirements are.)
