Unable to download patch files [20512][25008][20495]

Okay, I got into this game on the PS4 when the game was on sale for $10. Trial downloaded with no problems, bought A Realm Reborn and hit level 50 earlier in the week played with no issues. Bought and downloaded Heavensward yesterday, tried to update and i get the Unable to download patch files [20512][25008][20495]. Did a full uninstall and re downloaded the whole thing. Still can't update. I have searched for an solution for PS4 and found nothing. I really want to play this game but am not going to subscribe if I can't play. Any Ideas?

Tried just installing ARR again without Heavensward, still get the errors. I guess I'm done playing as there seems to be no fix.

There has to be a fix for this. I'm not just going to piss off on this issue. I spent 50 dollars on this game and I know others can play it just fine. What is the problem? It worked fine until I purchased Heavensward, that there has to be the problem .

Does SE tech even read these forums? I've been to Hell and back really trying to play this game and no solution at all. It's like they don't want my money other than what they already got. If I can't play the game then can I at least get refunded the money I spent on faulty software?

There've been multiple posts like this one. Some seem to have gotten it fixed by editing the FFXIV_BOOT file. I've tried it though it didn't work for me. I've found that playing the game in DX9 mode works while DX11 doesn't and gives me the same pop up.
