Plans very often change during development.

Look at all of Yoshida's visions for housing that he communicated before it was launched. It was going to have so many more cool features than it does. But as development went on, they had to pull pieces out until they arrived at the stable form of housing we have now (I'm guessing because they had a small team, and the producers said "no" to some of those ideas).

Mind, I'm not saying I dislike housing; it's a really cool feature, and I really wish it was more accessible. I just recognize that it's not quite the vision that Yoshida communicated. It's why I tend to take details in his discussions of cool new features with a grain of salt. The heart of what he says rarely changes, but the details tend to.
