There is cash to be made, why would they? Sure it's illegal but those desperate enough will still buy "under the table".
I'll explain. One was a plan half a year ago. Reality ensued. We get 90 per building.
I mean not we cause Musashi will take one, so there will be plenty of players with absolutely no player residence, but still most of us will get at least small hole in Ul'dah.

Planned were 3 houses with 512 appartments each, 1536 appartments in summery.
Now we will get 72 houses with 90 appartments each, 6480 appartments in summery.
I think you just answered your own question as to the probable why? I've only worked in IT (Development and Networking) for two decades myself and I envy you though if you've never had to do something drastically difference because of technical issues or even management/budget issues.
Speculating what...? Why there only 90 per building now instead of the 512 that were planned back in January? Does it matter? We're getting 90. They don't need to tell where they came up with 90 or why it's changed from the originally mentioned 512 other than satisfy some curiosity.
But if we are speculating, I bet they're probably plan on increasing the number UP to 512 with each patch level, as needed. Maybe they didn't want to have massive gaps of empty apartments and would rather fill them all up, that would certainly look better! Maybe they were also worried about the impact/performance of each housing ward potentially having 500+ more people in it that weren't there before. Why knows? (well SE obviously... but focus more on the fact we have 90 rather than none at all!)
I'm not picking on you personally here, but I don't think it's does us (the players) any favours when we constantly throwing SE's own words back at them when something didn't turn out like originally mentioned. Maybe I'm just imagining it, but SE seem more and more reluctant to give us early information about things at all until they're set in stone and I think it's probably because everytime they do and have to change their mind (for whatever reason!) we all get out the pitchforks... "BUT YOU SAID...."

People don't know how to take criticism anymore, and bad play is rewarded with with a coddling mentality. Yes, this is a casual game for the most part - that doesn't mean people need to walk on eggshells in fear of getting reported for pointing out things. This whole 'please don't say anything even slightly negative' mentality that we seem to be going towards and the devs seemingly pushing towards it is creating a disturbing trend.
Indeed, I knew it would occur. But is we just sit by and watch this sort of thing happen without saying anything, are we not contributing to the problem through our own inaction? A community can be changed if it's members decide to change it.
You know what's funny though. The number of responses in this topic already attacking what I've said and excusing the significant change in numbers. Yet almost every other time there has been even a minor alteration in something announced, the forum is full of people complaining as if it's the end of the game for them because of this.
All I'm doing is asking for someone from the community management team to help us understand the change. Maybe I should have just raged against the change instead of politely asking for information about it?

yes because one persons opinion is better than anothers so the other should be stomped out!
if you believe that once a person has at least 1 residency they should stop that is fine but if someone thinks differently than you it's fine too.
Could be that each building is capable of handling 512 apartments each but they're only starting at 90. Will have to wait and see if they scale up with demand.
