Cannot connect to Primal database

Edit (9/12/16): Its happening again! 7:06 am PDT. Lobby connection error 2002. Primal is down for me, Aether is fine. It took the majority of the day last time, this is very frustrating! D:

I cannot connect to the Primal database at all! As of this morning 9/11/16, 9:00am pdt (when I first tried), every time I try to log in, it slowly loads into the character select screen, but nothing shows up. No world selection, no character selection, just the background.

After a minute, it gives me the error "The lobby server connection has encountered an error." with the error being 2002.

I tried logging into Aether's database on an alt, and that worked, although they were missing some system mail (mounts) that would not be sent after requesting moogle mail. But otherwise, I could log in and do quests.

I had someone try to log in on their account, and they could access Primal. Both my brother (different location) and S.O. (same location and internet) could access it with their accounts. S.O. could not access it with my account on their computer.

I'm stumped. What could cause my account specifically not connect to Primal? D:

Edit: I did flush my dns cache in case that was a problem, but same results. I've reset my router, and reset my computer. Nothing changes.

Edit2: Now I can't connect to Balmung (4:26 pdt), though at least the character screen shows up for it. :\

Seems to have sorted itself out eventually. I don't know why I couldn't and others could on the same IP, but I'm able to log back in. 7:00ish pdt

I will keep editing this as it occurs.
