What is your preference for a player to get a commendation?

This is ridiculous. Using a dps limit break on a boss isn't harassment. If they used LB1, it was prolly because LB2 wouldn't fill in time before the boss was dead. You can't always wait until it's full of it might never get used at all. But even if they just pulled it early - it's less than optimal that's annoying but it's a far cry from harassment let's report them and have a mod talk to them in Gaol behavior. Grow some patience people...

Explain to me why it has to be used on the boss? Why not use the caster LB on the trash pulls?

Besides all that:

careful with that! i know someone that was thrown in the gaol once...for harrassment. because they used melee lb1 whenever it was available in Void Ark

This doesn't even say he was using it on the boss, only as soon as it was available. They could have been burning it on anything. Or when invulnerable mechanics are in play.
