What is your preference for a player to get a commendation?

So as far as I can tell the only reason I'm not getting comm's is

it's because you are trying, do one dungeon while watching netflix not trying and bam all coms guaranteed.

as a tank i almost always get at least 1 and i dont even use cooldowns.
