I always try to give my com to a dps if I can. But if the healer is good and is obviously working their butt off to make the run faster, or if a lot of people screw up and they really have to work it to keep the party going, I'll throw one at them. Tank has to be God himself at tanking for me to even think of giving them a commend based on performance, and even then the rest of the group has to be abysmal as well. If a person is really fun to be with I usually end up giving it to them regardless of role. If everyone is awesome, I favor the other dps, always. I can count on one hand the total number of times I haven't given any commends. A run has to be a special kind of terrible for me to be that disgusted with each and every player.
Depends what role I am in the duty but one general rule I have for everyone is manners and teamplay. Meaning, not asking for mechanics when new and causing the party to wipe, not playing together as a team, running ahead from tanks, not waiting for the party as if you were alone here, not caring for songs, buffs, anything that could make things easier and faster, will result in no commendation. I don't care how high your parse is or how many stacks of whatever you gonna lose if you wait for this slow guy that's still catching up. You won't get a commendation from me if you are only focused on yourself.
Then, and taking into account the entire party is worthy of praise and doubts may come up who to toss the kudos, I normally give it to the tank if I'm healing, to the healer if I'm tanking, and to my co-dps if I'm on dps. Most of the time I do roulettes with my boyfriend and if we get a match where everyone is awesome, we ask eachother who we want to commend and we give one to each.
Generally, and going with the above philosophy, I will commend for instance, or better said, I won't commend if this doesn't happen:
a smn who raises without having to be asked to, pops Eye for an Eye/Virus and doesn't have Garuda on sic;
a brd who sings and dispells;
a tank who uses cds and is able to hold groups while contributing to damage while stance dancing;
a healer who buffs, dispells, cleric dances, doesn't Fluid Aura things away, has appropiate fairies/sects;
a blm who knows his rotation (no, I have no simpathy for ice mages), actually moves out of Ley Lines when needed, and pops Apocastasis now and then;
a mnk who doesn't pull, pops Mantra when needed and does positionals;
a drg who doesn't tank the floor (lol jk), no, seriously, a drg who doesn't tank the floor, keeps Heavy Thrust up and uses Battle Litany;
a nin who watches party hate, goads, trick attacks and keeps Huton up;
a mch who doesn't shoot things away and uses ammo and Hot Shot;
It kinda works like a bar for me, every aspect makes the bar fill up until TADAAAA commendation for you! But it's not as strict as I may make it sound, if people don't say hello at start but turn out to be friendly and perform nicely, they will get a comm. If any of the above listed doesn't happen but they are very friendly and nobody was "better", they will get a comm. If you don't act like a human being, I expect you to act like NPCs, therefore do what your job tells you to do. I won't rage or kick or anything like that, I just won't commend. Also mainly, I value the human factor, if you are nice and make the run fun and joyful, even though you miss out most of the points listed ealier, you will get a comm. If you don't say a word, are as fun to play with as a dried cockroach, and don't even do what your job tells you to, nope, no comm. I'm not gonna commend the tank for tanking or the healer for healing. If I don't have anyone to commend then so be it.

Priority list:
1) Healer who uses Cleric Stance and does damage without killing us all. Will still commend if we die, if the below two don't apply and I'm feeling generous about my "WHAT A GREAT GUY" points.
2) Tank who keeps aggro on at least 2 groups consistently while using CDs to not spike from 100% to 20% in three seconds
3) DPS who is clearly aware of his proper rotation
If none of the above apply to my party I probably didn't even stay.
Typically I give a commendation to the healer. He's the one that has to put up with me directly. If the healer ticks me off for some reason (starts DPSing before I can even get AoE going, occasionally trying to pull for me etc. Basically all the things that DPSers are often accused of.), it goes to a DPSer, especially if it's a sprout.
I don't have any pet reasons for comming or not comming - If I find myself thinking things like "wow, that dps was really buring it down", or "my god that poor healer was up against it" or "that tank did everything right" they will likely get the comm - assuming they hang around long enough lol. Many times they would have got one if they hadn't been gone in a blink![]()
DPS that can do DPS or a healer that can heal/DPS effectively.
Wear the best looking glamour and your probably going to get a commendation regardless of your performance.... Some people take glamour being the true endgame way to seriously.I give it to the person I liked the most.
+ for doing their job well
+ for going far beyond their job
+ + just giving it to the one who hasn't left the instance by the time I type out my goodbyes
+ + + for making me smile or laugh or just enjoy the run with their talk
- for not saying hello/goodbye
- - failing at anything I consider easy
- - - for having a name I dislike
- - - for wearing a glamour I dislike
Of course I don't make a list of + and - for any person I ever play with, it's more of a subconcious thing.
But yeah, I don't care how well someone played, if I don't like their name or think their glamour is slutty, I'm not giving them a comm.
At the same time, if someone is a joy to be with, I don't mind fails that much and will probably still give that person the commendation
I try to comm the dps. I always heal or tank, the complexity of DPS rotations intimidates me. When the dps know their stuff I am thoroughly impressed. Healers and tanks get comms just for showing up way too often.
If the DPS did a lousy job, which in my experience only like 25% of the time neither DPS impressed me, then the Tank had to have used cooldowns appropriately and (if appropriate for the instance) pulled big and kept hate through it. If I'm not healing, the healer hs to put out pretty significant damage numbers to get my commendation.
I'd say only about 10% of the time I cannot find someone to comm. However, I do not give comms just to give them. If no one earns it, nobody gets one from me.

I don't give people a commendation FOR their glamour, it just might be a reason to NOT give them one
+ are reasons to give someone commendations (no glamour-related arguments there, if you haven't noticed),
- are reasons to not give them commendations (glamour-related arguments are a thing there, because I'm sick and tired of scantily-clad catgirls posing at the exit begging for comms with their only argument being "I'm sexy" -.-)
