I very rarely give our commendations these days but when I do, it's normally one of the following:

    - Healer that actively does DPS without getting too cocky about it.
    - Tank who makes the healer's life easier, rotating cooldowns ans switches stances when able to.
    - Fellow DPS if runs are generally very quick (around 15-20 minutes).

In the case of the above being a tie, I'll give it to the person who was the friendliest. Anyone who makes me laugh in a run automatically gets it, regardless.

When I tank I typically give it to the healer.
When I dps I typically give it to the tank.

My decision on who I give it to, is not even necessarily decided by who did the better job. Like if I am running as damage, and the tank of the group did an excellent job, but he/she has crown next to their name..I give it the healer if they have the sprout symbol. A crown most likely has more for the achievements you get for them, so the sprout needs it more.
Or another scenario - if the healer did an excellent job and the tank was kinda...sloppy..I give it to the tank. Just from assuming that he/she is new to the role, and I don't want them to feel discouraged and decide to only run groups as a dps role after that one bad run.

I do not often give it to one of the dps players in the group, only because it can be hard to tell which one of them was putting out more damage. But when one stands out and you can easily tell the difference between them, I'll give it to that one.

Tho iv also ran in groups, where one of the dps was stepping too far off to the side and getting adds on them, and either the healer or the tank confronted them about it, in very rude ways...that kind of thing ticks me off. So come the end of the group, I give it to that player.

I don't usually have strict guidelines to follow. But I have easily commended people in the past for:

    Cool/unique glamours
People being honest about their XP and asking for advice
    Being chatty, polite and friendly
Saving a run from a wipe through quick thinking etc

Depends a lot of the situation.

Tank: If can take the agrro and manage the CDs
DPS: If the mobs/bosses die fast. But it is hard to know which DPS do that sometimes.
Healer: If can maintan me alive in extreme situations. I don't care if DPS or not.

I only take into account DPS on DPS classes. I dont' mind tanks of Healer have low (or 0) DPS. Honestly, sometimes I discard giving commend to a healer if he abuse on DPS, letting me almost die (I wont' give him never if I die for that of course).

Anyone who's massively undergeared for the content (wearing level 25 gear in a level 40 dungeon...) or just blatantly ignoring mechanics doesn't get a commendation. Past that, I try to pay attention to who's doing their job, but that's a little rough to tell without keeping a close eye on them at the detriment of my own role. If all eligible folks appear equal, I go for tanks, then healers, then DPS.

If my healer or co-healer is an AST, the odds are very likely that they'll get a comm from me. But that's only if I see them using their cards often and appropriately. I've had a lot of Weeping City runs with absolutely no cards effects on anyone, or stocked in their status bar. As an AST main, I know that RNG can be harsh, but I'd take an AoE Spear over waiting five minutes for an AoE Balance.

Beyond that, if I'm tanking and the DPS pull additional adds or don't burn down what the rest of us are working on, they won't gety comm. If they use their support abilities and play their job exceedingly well (high damage, dodge AoEs, use LB at opportune moments) then they'll easily get my comm. Likewise, for healers, if you have 90% of your MP for the whole dungeon and I haven't seen you toss out single damaging spell, no comm. If I feel your contribution to our progress in a fight (which is pretty obvious) then you're up for a comm.

I commend whoever I feel is doing their job on an above average level.

If I feel like the whole party deserves a commendation, I'll give it to a DPS since I know they have a harder time getting commendations.

    Order of preference:

    - Bards that know how to support well and are able to wreck mobs. Ironically the former is far rarer than the latter, but I'd still give a commendation to a Bard that is close to matching or surpasses mine.
    - DPSing healers, so long as their attitude isn't absolutely toxic
    - Other DPS that play well
    - Defaults to tanks if any of the above three aren't satisfied

I won't commend anyone who doesn't say at least their Hello/Goodbye/at the very least emote.

Sadly it's come to the point where anyone who can manage at least the above criteria will get my commendation, but I am not really impressed by a Bard using Foe's or whatever for example because that's the most basic of gameplay and I don't think they deserve a pat on the back for it. Skill matters very little to me. I'll always commend the person who spoke or who was humble in complete failure above the mute who performed well. If you're a Healer who failed hard and nearly caused a wipe in Mhach but apologised sincerely while the Tank clutched the raid from a wipe, you're still getting my commendation over the Tank.

But on the other hand, if I were that tank, I would probably slowly quit doing my job if I began to feel like my ability to play my job goes ignored and unappreciated because having skill is no longer a factor in getting a commendation.

Basically what I'm getting at is, when people are giving out commendations just for saying something as simple as hello, and nothing more. All incentive for me to want to try my hardest goes out the window because I could Heavy Shot my way through a dungeon without using any other skill at all; and still get commendations all because I said hello. See where I'm getting at here? Not trying to sound rude, just being brutally honest. Some of us do want the commendation rewards, and if being good at your job is no longer a requirement to getting it, than, why bother? Your commendation is basically teaching me that it's okay to be bad as long as I'm friendly and talk.

    Netflix and chill mode engage!
