On a similar note, when I was first leveling ninja, my first melee DPS class, I was scolded for using LB on 2nd boss when it had about 50% HP remaining. Since that time, I've been hesitant to use LB until about 15% or slightly less, depending on the boss.
I had the same problem. Use limit break as soon as it's up? Get yelled at because it should be used as a panic button. Use it near the end of the fight? Get yelled at because damage loss.

On topic though. I usually give a com to the other dps>healer>tank. If the other dps and healer are being lazy it instantly goes to the tank.

For me, it's a pretty simple priority system:
    1) Nice and helpful people
    2) People who play better than most
    3) The role counterpart (Healer/Tank, DPS/DPS)

If multiple people qualify for the first step, I go down to the second and even the third if they also qualify for the second.
There are two kinds of people who I don't commend on principle and those are rude people and people sporting "sexy" glamours. In such cases, I give my commendations to someone else even if they qualify for one or all of the prior.

Use logic and limit break if the bar is full. :P or I'll use the healer lb just to spite you

I always try to give at least one person a commendation. The only cases where I dont do this, is with people that make a dungeon run way longer than it should be or if people are already gone to fast.

If nobody talks it goes to the one that I saw as doing the best. If someone is talking in the chat (more than "hello" and "bye") than I will give it to him, even if he is not the best of the group. I like it way more if runs are funny even if it means that it takes a little longer. Only if chatting to much causes us a lot of wipes..than thats bad.

If someone explains the mechanics to someone new, that person needs to do a lot of mistakes to not get a commendation from me.

For myself even as a not so bad dps (at least what others told me) I barely get any coms. So I am always happy to get them especially if I take the time to explain the dungeon or if I chat with them. (Will do that even without coms xD I just like explaining and some nice talk) I always feel a little smug if I go with two other friends and I am the one that gets it. Those are mostly the ones that barely talk in a dungeon and even if they are very good tanks/healers and deserve them, its still feels good to be the one that got it thanks to being nice.

I wish we would be able to give more than one commendation. Sometimes you have a really great group, where everything goes fantastic and yet you can only give it to one.

I'll usually comm the newest player (the one with the fewest classes) to help them get their achievements. Unless they're being a jerk or completely inept (lv 42 gld who won't flash or something like that) that or a caster DPS, they never get enough love.

I don't have a system... it's pretty random honestly. My monk gets hella comms tho, it's kindof insane I get atleast 2 comms every dungeon on her. o.O I was really random and gave a comm to the cutest character in one run, they liked it.

What influences me to give comms depending on role... and can be a difficult choice when things go so smoothly.

Usually it's an outstanding BRD or MCH if things go south and use their TP/MP regen abilities or a tank that can really time their CDs well... or a healer with fast reaction time. It really just all depends.

I give my commendation to the most polite and talkative person in the group. I'd much rather reward good behavior than good play; it'll encourage new players to stay, and that's one of the best things anyone can do for our community. I'm hard pressed to give any commendations if nobody can even say a simple hello at the beginning of the run.

I always give to the dps if I'm playing dps. I give it to the healer if I'm tank and vice versa. I only deviate from this occasionally. I will automatically not comm a bard/mch for not using foes/mch foes if I'm on my black mage. Same goes to a nin if they don't goad and I'm playing some tp based dps and we're aoeing a lot. Otherwise you have to perform pretty badly for me not to follow my usual comm priority.
