Typically I give a commendation to the healer. He's the one that has to put up with me directly. If the healer ticks me off for some reason (starts DPSing before I can even get AoE going, occasionally trying to pull for me etc. Basically all the things that DPSers are often accused of.), it goes to a DPSer, especially if it's a sprout.

I don't have any pet reasons for comming or not comming - If I find myself thinking things like "wow, that dps was really buring it down", or "my god that poor healer was up against it" or "that tank did everything right" they will likely get the comm - assuming they hang around long enough lol. Many times they would have got one if they hadn't been gone in a blink

I try to comm the dps. I always heal or tank, the complexity of DPS rotations intimidates me. When the dps know their stuff I am thoroughly impressed. Healers and tanks get comms just for showing up way too often.

If the DPS did a lousy job, which in my experience only like 25% of the time neither DPS impressed me, then the Tank had to have used cooldowns appropriately and (if appropriate for the instance) pulled big and kept hate through it. If I'm not healing, the healer hs to put out pretty significant damage numbers to get my commendation.

I'd say only about 10% of the time I cannot find someone to comm. However, I do not give comms just to give them. If no one earns it, nobody gets one from me.

    Depends

If none of the DPS are good and the healer was lazy...then tank, if they were cool
If the DPS is a bard and they were great, auto get
If the healer had to babysit the godawful party, then they get it, or if they go all out and DPS (sometimes when babysitting you can't dps..rip)

If someone said "hi" or "hello" or was nice
If someone has a fun name
If someone has a fantastic glamour
then they can get it that way too.

Clearly, the best Final Fantasy character is Locke Cole.
    Glamour is TRUE ENDGAME

I usually follow a pattern. First and foremost whether or not they have the courtesy to give a simple, "hello" at the beginning and, "thank you" at the end. Since I almost always run as a healer, after that it'll usually go to the tank if they held aggro well enough and mitigated/dodged accordingly. If not then I usually give it to any Foe-Requiem-playing-Bard otherwise I just kinda give it to whichever person didn't leave immediately, provided they weren't awful.

I kinda wish DPS meters were a thing so I could measure performance in that regard and commend accordingly.

Many things will make me give the commendation, but if anything makes me keep it for myself are ugly characters and terrible joke glamours i don`t care if im in front of the best registered DPS ever, if it looks ugly then is a bad person and doesnt recive my commendation.

FemRoes always get my commendation. If there are no FemRoes then it'll go to the bard who played me Foe Requiem, or someone who has a name that amuses me, or a healer that's DPSing.

I usually give commendation to whoever I feel worked the hardest to make the run go smoothly.

The DPS who is always using cooldowns, dodging all the AoEs, using AoE attacks appropriately is likely to get a comm.
The tank who uses cooldowns, keeps mobs positioned well, pulls according to the group's strengths is likely to get a comm.
The healer who never lets anyone die or get so low HP the tank starts freaking out AND uses Cleric Stance to DPS is likely to get a comm.

If everyone is performing REALLY well, I will usually give it to the DPS or healer, depending on the instance.
Having a healer main job and DPS sub job, I've done every dungeon on both. I will give comm to whoever I feel the dungeon is more difficult for.
There are 3 reasons why I don't give to commendations to tanks as much as DPS or healers.
1.) I haven't leveled a tank class high enough to really know how well they are performing. I'm not in a position to judge accurately.
2.) I'm certain someone else will give a comm to the tank.
3.) The tank likely got a bonus for being the lacking role in the group and also likely got an instant queue.

However, there are some things which immediately disqualify a player for a commendation.
1.) Any rude / obnoxious comments or behavior is the biggest reason.
2.) Going /afk during the dungeon or chatting too much with other people not in the group. (It's clear when a mob dies and you just stand there spacing out while everyone else is attacking the next mob.)
3.) A DPS or healer who purposefully pulls mobs. I don't even play tank, and this annoys me. I know it can be beneficial to keep up rotation, but it bothers me when DPS is off rotation or buff already is gone.
4.) A healer who lets someone die, when it isn't their first time in the instance, and especially when the damage should have been healed.
5.) A tank who is spinning mobs around and moving around way too much
6.) A caster who uses limit break on the boss when it is above 15% HP and there is a melee DPS in group who could have done more damage instead. (Unless I am confused about the way LB damage works...)
7.) A healer or tank who tells the DPS when they should use limit break, especially if the boss has more than 15% HP. If you want to decide when DPS should use LB, join the dungeon as DPS.
8.) Any player who does not greet other players. (If you queue for Japanese group, you should at least know basic etiquette for that kind of group. It's very rude to say nothing.)

I never consider glamour when giving commendations.

Any player who gives advice to new players / first-timer is very likely to get comm.
Any player who asks for and follows advice is extremely likely to get comm, even if they didn't preform well at first. Making an effort to improve yourself and trying hard to perform better is very attractive quality!

Telling people to LB is orderly acceptable as the standard operating procedures for this aren't as prolific as you'd think. Furthermore, everyone contributed to filling the gauge, they should have some say in how it's used. Lastly, there is absolutely no reason at all to hang onto it until 15%. None. You risk dropping damage on the ground if you wait too long and that is a waste.
