It's unlikely we'll be getting a patch like that any time soon. Devs are busy with making content for the next in game patch, and are likely too focused on releasing those on time rather than spend time and effort on making the PS4 version run a bit better.

The game will undoubtedly already run far better on the new PS4 Pro hardware (as it is more than likely the same architecture and all despite having higher performing specs). All they can really do for the current PS4 is optimizations for the game. Those may come eventually, perhaps closer to or some time after 4.0's release. I don't see it happening within the next few months though.
