FFXIV may evolve and have things changed or tweaked as time goes by, but it's fundamental design will remain, which means, content such as dungeons and raids will continue to be implemented as instances and not just be made in FFXI-style as open public areas. That's just accepting facts.
Best way to do it is once you complete the dungeon in DF the dungeon opens up and becomes apart of a Zone. DF doesn't need to be removed that people that want a more open world feel will get what they want and people that only want to use DF can still use DF its not that hard at all.
